According to the letter, parents applying for fresh birth registrations at their local Gram Panchayats are being turned away or left waiting indefinitely. The certificates matter more than their size suggests — they're the first document a child needs, and later the one required for passports, caste and tribe certificates, school admissions, and government scholarship schemes. Without it, the letter says, students are already missing deadlines and losing opportunities they can't get back.
When the family pressed for a reason, a Registrar of Births at one Gram Panchayat reportedly told them that new certificate issuance had been paused while old birth records undergo verification. It's a reasonable-sounding explanation on its face — until you sit with the actual question it raises. If the concern is about irregularities in old, already-issued records, why should that freeze certificates for children born now, whose registrations have nothing to do with whatever is being checked in the archives? The letter-writer put it plainly: birth registration is a basic legal right, and delaying it over an unrelated administrative review causes real hardship to hill children who did nothing to be caught up in it.
What's notable is the silence around it. The letter points out that none of the hills' elected representatives — the BJP MLAs who now hold the Darjeeling, Kalimpong and Kurseong seats, nor their alliance partners — have publicly addressed the issue. For families stuck without paperwork their children need for school and government schemes, that silence is its own story.
