Gorkhaland Statehood Demand Resurfaces in Darjeeling

The demand for a separate Gorkhaland state has returned to the centre of political discussion in the Darjeeling Hills following a “Gorkhaland Sankalp” rally organised by the Naya Party Nirman Samiti (NPNS) on Sunday.

The rally comes amid renewed political activity surrounding the long-standing demand for a permanent political solution for the Darjeeling Hills, Kalimpong, Terai and Dooars.

At the rally, NPNS called for a renewed political push for Gorkhaland and set a three-month deadline for political action, putting the issue back into focus at a time when several political groups in the hills are positioning themselves ahead of future political developments.

The organisation has also previously urged the Union government to expedite the process for a Permanent Political Solution (PPS) and maintained that the creation of a separate Gorkhaland state under Article 3 of the Constitution remains its preferred solution.

A renewed political push

The latest mobilisation follows a series of political activities in the hills in recent months. In July, NPNS convened an all-party meeting in Darjeeling and submitted a memorandum to Union Home Minister Amit Shah seeking progress on the political settlement issue.

The August 9 rally now adds another public mobilisation to that process.

The three-month deadline announced by NPNS is significant because it places a specific timeframe on the organisation's demand for political movement. What concrete steps will follow, however, remains to be seen.

Gorkhaland remains a longstanding demand

The demand for Gorkhaland has remained one of the most important political issues in the Darjeeling Hills for decades. Previous movements have resulted in different forms of administrative arrangements, including the Darjeeling Gorkha Hill Council and later the Gorkhaland Territorial Administration (GTA).

The current mobilisation is once again bringing the question of statehood versus existing administrative arrangements into public debate.

For NPNS, the latest rally appears to be an attempt to move the discussion beyond administrative arrangements and towards a renewed political process for statehood.

What happens next?

The immediate focus will now be on what NPNS does during the three-month period announced at the rally and whether other political organisations in the hills respond to its call.

Whether the latest mobilisation develops into a broader political movement will depend on participation from other parties, civil society groups and the wider public.

For now, the Gorkhaland question is once again firmly back on Darjeeling's political agenda.
